NOXUBEE NATIONAL WILDLIFE REFUGE TOUR

For the non-golfers (including non-conference/guest attendees) that would like a diversion and an extended tour of the Noxubee National Wildlife Refuge.  Noxubee National Wildlife Refuge is located in east-central Mississippi. This 48,000-acre refuge was established in 1940 and contains a diversity of habitats. Noxubee is one of over 500 refuges that make up the U.S. Fish and Wildlife Refuge System. This National treasure, set aside for wildlife, provides enjoyment for over 30 million visitors a year. Noxubee National Wildlife Refuge is located in three counties (Noxubee, Oktibbeha, and Winston) and was created from lands obtained through the 1930’s Resettlement Administration. Before Government ownership, the land area within the Refuge was intensively farmed and over grazed. After years of proper land stewardship, Noxubee is now an excellent example of forest and wildlife management. This change has caused a return of bountiful wildlife populations and a progression toward restoration of the pine and hardwood forest types that were so devastated in the early 1900’s. The Refuge provides needed habitat protection for the extremely valuable, rapidly disappearing bottomland hardwood forest communities. Approximately 42,500 acres of the Refuge is comprised of bottomland and upland woodlands. These forest lands are occupied by a variety of game species including quail, deer, and turkey. The endangered red-cockaded woodpecker relies on the Refuge for its existence in east-central Mississippi. In addition, many neotropic species greatly benefit from the Noxubee forests. Four green-timber reservoirs (GTRs), two major lakes (Bluff Lake-1200 acres and Loakfoma Lake-600 acres), 16 small impoundments, and assorted wetland areas provide important habitat for the wood stork, American alligator, bald eagle and wintering waterfowl. Over 125,000 visitors annually participate in activities including fishing, hunting, hiking, wildlife photography, wildlife observation, environmental education and research. Noxubee serves as an outdoor classroom for Mississippi State University and other local educational institutions.

A wildlife biologist from the Noxubee Refuge will lead meeting attendants and their guest through the Refuge showcasing the physical attributes of the refuge along with highlighting management techniques associated with the many landscapes and habitats.  The tour will consist of both window and hiking tours.  Sturdy shoes are recommended.

Sustainable Site Planning • Jim Figurski, ASLA

Sustainable Site Development: strategies, methods and examples of how to develop in a sustainable manner in both the private and public sector.  Case histories of built projects and current projects in planning stages will be used to illustrate these principles.

Jim Figurski is a licensed landscape architect with over 25 years of experience dedicated to service to public and private clients in a sustainable and environmentally responsible manner.  As a Principal and Technical Director at GreenWorks, Jim has successfully managed the firm’s most challenging and time sensitive projects. He has been involved in, led and completed master plans for a wide range projects ranging from two-acre neighborhood parks, to several thousand-acre state and National Park facilities. In nearly eleven years with Portland Parks and Recreation Jim was equally involved in highly visible and challenging projects.  Jim led the planning and design efforts for new construction, expansions and renovations of thirty-four (34) parks and eight (8) community centers and was also responsible for planning and design projects at Portland Parks & Recreation’s four public golf courses and Portland International Raceway.  Nearly all of these projects included active, visible and sometimes controversial community involvement programs in addition to complex land use, environmental reviews and permitting processes.

In addition to his direct project experience Jim has spent the last 20 years in leadership roles on various boards, commissions and national organizations leading strategic thinking and visioning sessions to guide future programs and development.  These include service on the Clackamas County Design Review Board (1987-90), the Tualatin Architectural Review Board (1987-95), the City of Tualatin Sign Ordinance Committee (1991-92), the Oregon Chapter of the American Society of Landscape Architects (1990-92), the Oregon State Landscape Architects Board (1994-2006), the City of Portland Stormwater Advisory Committee (2001) and the national Council of Landscape Architectural Registration Boards (1995-2007).

While at Portland Parks and Recreation Jim was given the “CP Keyser Award” (1993) in recognition for outstanding service and the 1995 “Mayors Spirit of Portland Award” for service to the community in leading volunteer efforts to plan, design and construct the “Nathan Thomas Memorial Soccer Field” in Laurelhurst Annex.  These

are only two examples of the dedication and creativity Jim applies to his work.

The Cotton District and New Urbanism • Dan Camp, Mayor of Starkville

The Cotton District of Starkville, Mississippi, appears to be a historic neighborhood with its combination of traditional architecture and finely grained urbanism - the kind of neighborhood where wealthy families tend to reside over many generations. But the Cotton District is less than 25 years old and contains housing that is not only beautiful, but affordable. And the whole area was actually designed and built by one person: Dan Camp.

Dan Camp has single-handedly transformed the Cotton District , one property at a time, into an identifiable place. And his efforts have not gone unnoticed. Among advocates of the New Urbanism, Camp has many admirers. While lecturing at the Starkville campus of Mississippi State University, architect and urban planner Andres Duany saw Camp's "historic neighborhood" and invited him to present it at the first congress for New Urbanism in 1993 (P/A, Dec. 1993, p.36). Camp was well received at the conference, and is frequently asked to be a part of such events.

Dan will discuss the history of the Cotton District and how it has become a model for New Urbanism in the United States.  On the walking tour of the neighborhood, Dan will take us through the history of the place and what the future holds for this ever evolving project.

Pervious Concrete • Robert Varner

Pervious concrete is an earth friendly paving material that reduces stormwater runoff by allowing water to filter through its open pores. This pavement models the natural path of rain water to replenish ground water while providing a hard surface for parking lots and multipurpose trails. This presentation will highlight critical areas of design and construction as well as Mississippi's experiences with pervious concrete.

Robert Varner, PE is the Senior Concrete Materials Engineer for Burns Cooley Dennis, Inc. Robert is active on several ACI committees including committee 330 for Concrete Parking Lots and Site Paving, 522 for Pervious Concrete and 610 for Technician Certification. Robert is also active in the Mid-South Chapter of ACI serving as secretary/treasurer and the Jackson Chapter of the Mississippi Engineering Society where he is the current Vice President. Robert served as Executive Director of the Mississippi Concrete Industries Association from 2000 to 2007 and Technical Services Director from 1998 to 2000. Robert worked at Gulf States Manufacturers as a metal building design engineer with from 1993 to 1997. Robert is a 1992 graduate of Mississippi State University, holding a Bachelor of Science

degree in Civil Engineering.

Keynote Speaker at the Student Awards Banquet  • ASLA President Perry Howard, FASLA

In 1965, Dr. Charles A. Fountain, professor of horticulture at North Carolina Agricultural & Technical State University, saw the need for effective design, planning, and management of the environment and pursued the master of landscape architecture degree at the University of California at Berkeley. One of his goals was to facilitate a program in landscape architecture at a historically black college or university. Such a program was established in 1976 at NCA&TSU.

In 1989, after some coaxing from Dr. Fountain, Perry joined the Program as its coordinator. The landscape architecture program received its initial accreditation in 1993 and just completed its fourth accreditation visit. The student population is diverse both ethnically and in age. ‘We have a faculty of three, an office manager, and 60 students. At present, for me, this is the perfect job. I have no doubts that I pursued the right path.’

Perry was born in Morganza, Louisiana, and grew up in New Orleans, and received a BLA from Louisiana State University in 1975 and an MLA from Harvard University Graduate School of Design in 1982. Before moving to Greensboro in 1989, Perry was a vice president at EDSA in Fort Lauderdale, Florida, and a member of that firm from 1975 until 1989, except for a three-year absence (1980-1983). Perry’s major focus was residential communities. Perry had completed summer internships at EDSA in 1973; Schanalbach/Braun Partnership, Philadelphia, Pennsylvania, in 1974; and Charles Caplinger Planners, New Orleans, Louisiana, in 1981.

Perry served as Florida Chapter secretary, North Carolina Chapter trustee, and is also currently serving as North Carolina Chapter president. Perry has been a member and chair of the Council on Education for ASLA, CELA regional director, a member of CLARB’s Subject Matter Expert Committee for the LARE, a LARE grader, and member on a number of Community Assistance Teams. Perry is also a past member and vice chair of the North Carolina Board of Landscape Architects; became a Fellow in 1995; and is a registered Landscape Architect in Florida and North Carolina.
